What do we do with them?

Our economy is evolving to an information economy.  Even the lower level data entry type jobs require some learned skills.  There are fewer and fewer "common labor" type jobs.  This will get much worse as the world become tied closer economically. Places like China will always be able to provide labor at a cheaper cost the we in the USA.
So what do we do with the increasing percentage of people that are not capable or not willing to become educated to be productive in American Society.  In China they put them in the Army where they can be controlled and required to do mundane jobs like guard ATM Machine.  In Europe they let them run around and loot stores, not a very productive thing to be doing.  Roosevelt had it much easier, he formed the Civilian Conservation Corp and they built parks and roads.  Red Rocks Park west of Denver was a product of the CCC. 
I think Roosevelt had a good idea.  Lets require that all able bodied men and women be required to perform a service for the government if they want to collect unemployment insurance after 90 days.  They could build parks, check on senior citizens, pick up trash, do simple clerical jobs, wash the government cars, and I'm sure we could think of a lot longer list.
If they refuse to work stop all payments of government subsidies.  Fortunately in America we the people have guns and I'm sure that if they riot and loot, it will be much different than in Europe.
